Johns Creek homeowners could see a roughly $48 annual property tax increase under the proposed Fiscal Year 2027 budget headed for a final vote Monday, Sept. 14.
The City Council meeting at 7 p.m. at City Hall, 11360 Lakefield Drive, also carries two zoning decisions and a City Attorney appointment.
Budget: millage rate up 0.195 mills
Monday's meeting is the second and final public hearing on the FY2027 budget. The first was held July 27.
The proposed millage rate of 3.492 mills represents a 0.195-mill increase over the rollback rate of 3.297 mills. The city advertises the increase as a 5.91% property tax hike, according to the city's public notices page. For a home with a fair market value of $625,000, the city estimates the increase at about $47.58 a year. Non-homestead properties at the same value would see an increase of roughly $48.75.
The council held three budget work sessions, the last on Aug. 24. The total dollar amount of the proposed budget has not been made public in available documents.
Medlock Bridge Road: 48 homes on church campus
The council will vote on a rezoning at 11180 Medlock Bridge Road that would allow 48 single-family homes on 21.6 acres of the Johns Creek United Methodist Church campus.
Handsel Holdings, LLC, represented by attorney J. Alexander Brock of Smith, Gambrell & Russell, filed the application. The church would continue operating on the remainder of the property. The eastern portion, now used as recreational fields, would become the subdivision at a density of 2.2 units per acre.
City staff recommends approval with conditions, according to the staff report. Lots along Bell Road would have a minimum size of 5,000 square feet; internal lots would start at 3,600 square feet. Each home would have at least 2,500 square feet of heated floor area.
About 4.08 acres of common open space would include bioretention ponds, a dog park, a soccer field, a playground and internal sidewalks connecting to the church campus.
A June 4 public participation meeting drew 35 residents who raised concerns about traffic, lot sizes, stormwater runoff and access from Bell Road. Staff recommends requiring dedicated turn lanes on Bell Road, noting the development would generate an estimated 653 daily vehicle trips.
The Fulton County School Board estimated the project would add 16 to 44 students. Shakerag Elementary, River Trail Middle and Northview High all have capacity to absorb them.
The Planning Commission reviewed the case Sept. 1, but its recommendation was not available in public documents as of publication.
McGinnis Ferry Road: outdoor dog run faces denial recommendation
Staff recommends denial.
The rezoning at 6975 McGinnis Ferry Road would allow Puppy Haven Pet Resort to operate an outdoor dog run next to its indoor facility in a 13,644-square-foot shopping center it shares with Taziki's Mediterranean restaurant.
The applicant, PH Companies, LLC, represented by attorney Steven L. Jones, seeks to rezone the 1.774-acre property from C-1 to C-2 with a Special Use Permit (SUP) and three variances, according to the staff report.
The property owner fenced in the outdoor area in 2022. City staff told the owner at the time that the dog run could not operate under existing zoning because it could not meet the required 100-foot setback from property lines. The closest point of the proposed run would sit 42.92 feet from a property line.
Staff cited recurring animal noise that could affect the adjacent Kempston Place subdivision, insufficient justification for the setback reductions and pet-waste pollution concerns in the city's watershed. A July 9 public participation meeting drew no attendees.
The Planning Commission also reviewed this case Sept. 1. Its recommendation was not available in public documents as of publication.
City Attorney appointment and other business
The council will also vote on a resolution appointing a City Attorney. The name of the appointee has not been released in available agenda documents. A separate consent-agenda item would approve an amended legal services agreement with Carothers and Mitchell, LLC.
Other items include a Fulton County Service Delivery Strategy resolution authorizing Mayor John Bradberry to execute the agreement, an intergovernmental agreement for the Nesbit Ferry Road at Colony Club Drive roundabout project and a FY2026 budget amendment.
Residents can attend in person or view the full agenda on the city's Granicus page. The next regular council meeting is scheduled for Oct. 5.
