Johns Creek City Council will consider property tax rates, a food-truck pilot at The Boardwalk at Town Center and a $623,877 trail engineering contract on Monday, Oct. 26.

The meeting begins at 7 p.m. at City Hall, 11360 Lakefield Drive. A separate property tax hearing is scheduled for 11 a.m. that day, according to the city’s meeting calendar.

Property tax rates

The city has proposed retaining its maintenance-and-operations rate of 3.492 mills for 2026. Council will hold a public hearing before considering ordinances establishing that rate and the parks-bond debt-service rate.

Although the proposed M&O rate is unchanged from 2025, it exceeds the revised rollback rate of 3.434 mills. State law therefore requires the city to advertise it as a 1.70% tax increase, according to the city’s September notice.

The rollback rate accounts for increases in property values from reassessments. An individual owner’s bill also depends on the property’s taxable value and exemptions.

The September notice replaces earlier figures published in July, when the city advertised a 5.91% increase over a lower estimated rollback rate. Council will determine the final rates Monday.

Food trucks at The Boardwalk

A proposed 12-month pilot would allow food trucks and pushcarts to operate at The Boardwalk independently of city-sponsored or city-permitted events.

The council packet includes operating restrictions, permitting and insurance requirements, and a prohibition on alcohol sales. A companion resolution proposes a $50 quarterly vendor permit fee.

Staff would evaluate vendor participation, customer demand and other measures before recommending whether the program should continue or expand.

At an Oct. 5 work session, City Manager Kimberly Greer said nearby city offices would help staff respond to any problems.

“If it’s successful, we absolutely see the opportunity to expand this to other parks,” Greer said, according to Appen Media.

Medlock Bridge Road Trail

Council will also consider a $623,877 contract amendment with Barge Design Solutions to complete engineering for a trail between the Chattahoochee River and Bobby Jones Drive.

The proposal follows a $143,312 concept-development phase approved June 1. That earlier work included preliminary studies; the new scope covers detailed design, construction plans, environmental documentation, utility coordination and right-of-way planning.

The council packet identifies a $400,000 Georgia Department of Transportation grant and a $100,000 city match already allocated to the project. Staff proposes adding $267,189 from TSPLOST II funds to cover the remaining engineering costs after the initial studies.

The overall trail project is estimated at $3.25 million. Monday’s proposal concerns engineering, rather than a construction contract.

The food-vendor measures and trail contract are on the consent agenda and could be approved together unless council separates them for discussion.

Court appointment and public comment

Council is scheduled to consider appointing Keisha Martin Chambless as assistant judge and judge pro tem of the Johns Creek Municipal Court.

Other agenda items include an FY2027 budget amendment, changes to the city code’s municipal court solicitor provision, insurance renewals and a ground lease with Kelly Towers III for a wireless site at 6460 East Johns Crossing.

Residents wishing to speak should submit a comment card to the city clerk. Written comments on the tax proposal may also be emailed to [email protected].
